Church Hill’s local government consists of 3 elected Commissioners, a Town Administrator, and an Administrative Assistant. Church Hill was incorporated in 1876 and named after St. Luke’s Episcopal Church, referred to as “Church on the Hill”, which was erected in 1732 near the Town’s center. One Commissioner is elected by the voters each year for a 3 year term. Elections are held the first Monday in June.
Town Commissioners

Charles M. Rhodes Jr., President

Charlie was elected as a Town Commissioner in June 1995, and has served continually since his election. He is a retired Captain from the Maryland Department of Natural Resources Police and retired Chief of Police from the Centreville Police Department. Charlie was raised in Church Hill and is the son of former Town Commissioner Charles M. Rhodes, Sr. and is a long time town resident.

John P. Griffin Jr.

John P. Griffin, Jr. is a lifelong resident of Church Hill, along with his wife of 34 years, Tammy Griffin. He served 31 years with the Maryland State Police and a life member of the Church Hill Volunteer Fire Company for 36 years. Prior to being elected Town Commissioner he served as a member of the Church Hill Board of Appeals since 2001 and chairman since 2018. He was elected Town Commissioner on July 3, 2024.

Margaret L. Coursey

Margaret L. Coursey was appointed Church Hill Town Commissioner in January 2025. She has been a lifelong resident of Queen Anne’s County, and, together with her husband, Chris, have made Church Hill their home for the past 31 years. She has operated a business here in town for the past 24 years.

Nancy J. Lindyberg worked with the Town of Church Hill as the Administrative Assistant since 2007 and was appointed as Town Administrator effective July 1, 2014.

Ethics Commission – The Commission consist of 3 members and receives complaints filed by any person alleging a violation of the Ethics Code for the Town of Church Hill. The Commission meets on an as needed basis. 

Board of Supervisors of Elections – The Board of 3 members is appointed annually during October to conduct and oversee the town’s election for the following calendar year. The members of the Board must be qualified voters of the town. Board members may not be current office holders or candidates for office during their appointed term.

Planning Commission – The Commission consists of 5 members, 4 qualified town voters and 1 Town Commissioner. Each member is appointed for a 5 year term on a staggered basis. The Commission meets the second Monday of each month unless other meetings are deemed necessary. The Commission deals with all aspects of planning of new subdivisions and zoning matters.

Board of Appeals – The Board consists of 3 members each for a 3 year term. There is also 1 alternate member appointed to sit on the Board in the absence of any regular member. The Board hears and decides on appeals from the town’s citizens in zoning matters. The Board of Appeals meets on an as needed basis.
