Minutes of Town Meeting
May 6, 2024

President Charles M. Rhodes, Jr. called the meeting to order at 6:01 p.m. Present were Town Commissioner Edward Raffetto, Town Attorney Karen Ruff, Town Administrator/Clerk, Nancy Lindyberg, and Administrative Assistant, Virginia Albers.  President Rhodes dispensed with the Pledge of Allegiance. 

The minutes of the April 8, 2024 were presented. Commissioner Raffetto made a motion to approve the minutes as presented. The motion was seconded by President Rhodes. The motion passed 2-0. 

Committee Reports:

Planning and Zoning:  No meeting scheduled.

Board of Appeals:
  Nothing to report.

Budget Status Report
:  Each Commissioner received copies of the General and Sewer Accounts and reviewed same.

Unfinished Business: 

Speed Camera Project
Status: President Rhodes stated that the representative from Redspeed advised that he met with the District Engineer for the Maryland State Highway Administration and the speed camera should be operational within 90 days. A Memorandum of Agreement is currently being prepared by SHA.

QAC Library Book Mobile
:  The Book Mobile is scheduled for Thursday May 23, 2024 from 2:00pm-3:30pm at the corner of Main Street and Church Lane.

Maryland Food Bank Truck: Mrs. Lindyberg announced that the next scheduled date is Thursday, May 9, 2024, from 12pm until 2:30pm at the Church Hill Park, 1130 Sudlersville Road, Church Hill.

Queen Anne's County Tax Sale: Mrs. Lindyberg reported that The Queen Anne's County Tax Sale is scheduled to be held Tuesday, May 21, 2024 through Real Auction, an official tax certificate auction site.

New Business:

Ordinance No, 187/24 - FY25 Budget::Commissioner Raffetto moved to introduce Ordinance 187-24, an Ordinance that will adopt a budget for the Fiscal Year commencing July 1, 2024 and ending June 30, 2025; establish a tax rate of $0.34 per $100 of assessed valuation for real property; establish a public utility tax rate of $3.00 per $100 of assessed valuation; establish a sewer user fee of $400 per equivalent dwelling unit per year; and providing for the collection of the State of Maryland Bay Restoration Fund annual fee of $60 per EDU per year.  President Rhodes seconded the motion.  The motion passed 2-0.  A public hearing is scheduled to be held on May 20, 2024 at 6:00pm.

Council of Governments Meeting May 8, 2024: President Rhodes announced that the Council of Governments meeting is scheduled for Wednesday, May 8, 2024 in Centreville.

Sewer System:

Flow Reports:  The flow reports for March, 2024 were disseminated to the Commissioners for their review.

Proposed WWTP Upgrade
: President Rhodes said that upgrades are scheduled to be done and the costs will be taken out of the remaining ARPA funds.

Other:
None

Public Comments:
  Melissa Rochester, a Church Hill Hunt resident stated that there is mud on the blacktopped roads in the area of new construction. President Rhodes said that he would look into the matter and contact the construction manager.

Tom Boeshore, a resident of The Village Crossing reported that their stormwater management area needs upgrading.

Commissioner Raffetto moved to recess the meeting at 6:25pm. President Rhodes seconded the motion. The motion passed 2-0.

President Rhodes moved to enter into closed session at 6:26pm, pursuant to MD. Code, General Provisions Article.
§ 3-305(b)(7), to consult with Town Attorney to obtain legal advice pertaining to policies and procedures of elections. The motion was seconded by Commissioner Raffetto. The motion passed 2-0.

President Rhodes moved to adjourn the Closed Session at 7:20pm.  The motion was seconded by Commissioner Raffetto.  The motion passed 2-0.
President Rhodes moved to re-open the regular meeting at 7:21pm. The motion was seconded by Commissioner Raffetto. The motion passed. 2-0

President Rhodes stated that no decisions were made during the Closed Session.

Commissioner Raffetto moved to introduce and adopt Resolution136-24. A Resolution of the Commission of the Town of Church Hill, Maryland designating the hours that the polls are to be open on Town Election Day, Monday, June 3, 2024, as 1:00pm to 7:00pm.  President Rhodes seconded the motion. The motion passed 2-0.

President Rhodes moved to adjourn the meeting.  The motion was seconded by Commissioner Raffetto.  The motion passed 2-0.

The next Town Meeting is scheduled for Monday May 20, 2024 at 6:00 p.m.
