Minutes of Town Meeting
April 8, 2024
President Charles M. Rhodes, Jr. called the meeting to order at 6:00 p.m. Present were Town Commissioner Jack Griffin, Commissioner Ed Raffetto, Town Administrator/Clerk, Nancy Lindyberg, and Administrative Assistant, Virginia Albers. President Rhodes dispensed with the Pledge of Allegiance.
The minutes of the March 4, 2024 were presented. Commissioner Raffetto found an error on page 2 under new business. It stated that Paul Tayor was the Principal of Church Hill Elementary School and it should read Paul Taylor, 4th Grade Teacher. Commissioner Griffin moved to approve the minutes as amended. The motion was seconded by Commissioner Raffetto. The motion passed 3-0.
Committee Reports:
Planning and Zoning: There will not be a Planning Commission meeting in April.
Board of Appeals: Nothing to report.
Budget Status Report: Each Commissioner received copies of the General and Sewer Accounts and reviewed same.
Unfinished Business:
Speed Camera Project Status: President Rhodes reported that he had spoken with the representative from Redspeed and he said that everything was good to go on their end. They are waiting to hear from State Highway. President Rhodes said that he would reach out to State Highway.
QAC Library Book Mobile: The Book Mobile is scheduled for Thursday April 11 and 25, 2024 from 2:00-3:30pm at the corner of Main Street and Church Lane.
Maryland Food Bank Truck: Mrs. Lindyberg announced that the next scheduled date is Wednesday, April 17, 2024, from 12pm until 2:30pm at the Church Hill Park, 1130 Sudlersville Road, Church Hill.
Queen Anne's County Tax Sale: Mrs. Lindyberg reported that the Queen Anne's County Finance Office had requested a list of residents with outstanding sewer bills so that they can be submitted for Tax Sale. The Queen Anne's County Tax Sale is scheduled to be held Tuesday, May 21, 2024 on line.
New Business:
Correspondence: The Church Hill Elementary 4th Grade Class grade class made a "Thank You" card for President Rhodes and Mrs. Lindyberg thanking them for visiting the 4th grade class. and talking about the Town and Government. They are planning a visit to Church Hill Town Hall in May, 2024.
MML District 2 Fourth Grade "If I Were Mayor" Contest Winner: The Maryland Municipal League held an essay contest: "If I were Mayor" and Aiden Whitby, a Church Hill Elementary 4th grade student was the District Winner.
Town Commissioner Election: An election is scheduled to be held on June 3, 2024 for one Commissioner seat. A notice was posted in the local newspaper and on the Town's website.
Other: President Rhodes advised that he had just completed an Annual ARPA Report for the State of Maryland. The remaining funds to be spent are $422,000 and will be primarily used for the WWTP upgrade.
Sewer System:
Flow Reports: The flow reports for February, 2024 were disseminated to the Commissioners for their review.
Proposed WWTP Upgrade: President Rhodes met with the Electrical Engineer regarding the installation of the aerators. The estimated cost would be approximately $200,000 to $300,000 depending on how many aerators are utilized. They are expected to begin work by the end of April.

Public Comments: None
Commissioner Griffin moved to adjourn the meeting at 6:25pm. Commissioner Raffetto seconded the motion. The motion passed 3-0.
The next Town Meeting is scheduled for Monday May 6, 2024 at 6:00 p.m.
