Minutes of Town Meeting
May 2, 2022
President Charles M. Rhodes, Jr. called the meeting to order at 7:02 p.m. Present were Town Commissioner Edward C. Raffetto, Jr. and John P. Griffin, Sr. and Town Administrator/Clerk, Nancy J. Lindyberg.
Commissioner Griffin moved to approve the minutes of April 18, 2022 as written. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Committee Reports:
Planning and Zoning: Janet Rochester said that the next Planning and Zoning meeting will be Monday, May 9, 2022.
Board of Appeals: Nothing to report.
Budget Status Report: Each Commissioner received a copy and reviewed same.
Unfinished Business:
Delmarva Power to Transition Remainder of Street Lights to LED Fixtures: The Town has been informed by Delmarva Power that they are experiencing very long delays and lead times on all material right now, including streetlights and the work may not be done until late summer.
Speed Study/Traffic Count: President Rhodes stated that the contractor has sent the Town a proposed contract, which has been also forwarded to the Town's attorney for review and comment.
FY 2022 Tax Sale: This year all properties with delinquent sewer bills and grass cutting bills will be sent to Queen Anne's County for Tax Sale on May 17, 2022 which will be conducted on line using Real Auction.
Bulk Trash Pick UP - May 21, 2022: The Town has scheduled a bulk trash pick-up this year on Saturday, May 21, 2022.

Council of Governments Meeting: The last meeting prior to the summer beak will be held Wednesday, May 11, 2022 at 6:30 p.m. and hosted by the Town of Church Hill at Nonna Maria's.
Cell Tower Discussion: President Rhodes stated that at the last Town meeting Barb Pivec, owner of Atlantic Site Acquisition, gave a presentation on the logistics and benefits to the Town of Church Hill regarding the placement of a Cell Tower in Church Hill at the Waste Water Treatment Plant.
Maryland Food Bank Truck: The Maryland Food Bank truck will again be in Church Hill Thursday, May 26, 2022 from 1:00 p.m. to 3:00 p.m. at 562 Main Street, the old lumber company property.
Introduction of FY23 Budget Ordinance No. 175/22: Ordinance No. 176/22 is an ordinance of the Commissioners of the Town of Church Hill, Maryland approving and adopting the budget of the Town of Church Hill for the Fiscal Year beginning July 1, 2022 and ending June 30, 2023; establishing a tax rate of $0.34 per $100 of assessed valuation for real property; establishing a utility tax rate of $0.85 per $100 assessed valuation for real property; establishing a sewer fee of $340 per equivalent dwelling unit; and providing for the collection of the State of Maryland Bay Restoration fund annual fee of $60.
Commissioner Raffetto moved to introduce Ordinance No. 176/22. Commissioner Griffin seconded the motion. The motion passed 3-0.
President Rhodes stated that there will be a public hearing regarding the adoption of Ordinance No. 176/22 at the regular Town Meeting on Monday, May 16, 2022 at 7:00 p.m. The text of the proposed ordinance is available for review in the Town Office during regular business hours or on the Town website at www.churchhillmd.com.

Flow Reports: Each Commissioner had received a copy of the report and reviewed same.

Commissioner Raffetto moved to adjourn the meeting. Commissioner Griffin seconded the motion. The motion was passed 3-0. The meeting was adjourned at 7:44 p.m.
The next Town Meeting is scheduled for Monday, May 16, 2022 at 7:00 p.m.
