Minutes of Town Meeting
May 3, 2021


President John P. Griffin, Sr. called the meeting to order at 7:00 p.m.  Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr. and Town Administrator/Clerk, Nancy J. Lindyberg. President Griffin dispensed with the Pledge of Allegiance.

Previous Minutes
:

Commissioner Rhodes moved to accept the minutes of April 5, 2021 as presented.  Commissioner Raffetto seconded the motion.  The motion was passed 3-0.

Committee Reports:

Planning & Zoning:  Janet Rochester said that she believes there will be a meeting Monday, May 10, 2021.  Ms. Lindyberg will confirm with Chris Jakubiak, Zoning Administrator.

Board of Appeals:
  Nothing to report

Budget Status Report
:  Each Commissioner has a copy.

Unfinished Business
: 

Town Street Repair:  Commissioner Rhodes stated that we are still waiting on a call back from County Roads regarding this.

Verizon Wireless Service Complaints:
Commissioner Rhodes stated that there was a conference call meeting and Verizon Wireless did a survey of Church Hill and the surrounding areas and they agreed that the service here is terrible.  They related that the most logical reason is that the tower on Scott MacGlashan's farm was removed four years ago, but it was not Verizon's Tower.  The tower belonged to someone else but Verizon had their equipment on it.  The further indicated that they were going to reposition the equipment and were interested in obtaining a new tower site in or around Church Hill.  There is a possible follow-up meeting sometime this month.

Other:  Commissioner Rhodes stated that Delmarva has replaced 20 more street lights with LED lights.  The rest of the lights in Town will be replaced next year.  This is at no cost to the Town.  In addition the street lights on Everett Lane have also been replaced with LED lights.  The lights in Church Hill Hunt will also be transitioned, but the electrician is having difficulty obtaining the parts.

New Business:

Re-opening of Town Office
: After discussions with the County Health Department and in keeping with the Governor's Executive Order, as of Monday, May 3, 2021 the Town Office is open to the public.  Face masks will be required and Covid-19 protocol enforced.

Introduction of Ordinance 175/21 - FY2022 Budget: Ordinance No. 175/21 is an ordinance of the Commissioners of the Town of Church Hill, Maryland, introducing the proposed budget of the Town of Church Hill for the fiscal year beginning July 1, 2021 and ending June 30, 2022; establishing a tax rate of $.34 per $100 of assessed valuation for real property; establishing a utility tax rate of $.85 per $100 assessed valuation for real property; establishing a sewer fee of $340 per equivalent dwelling unit; and  providing for the collection of the State of Maryland Bay Restoration fund annual fee of $60. 

Commissioner Rhodes moved to introduce Ordinance No. 175/21.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

The schedule Public Hearing regarding the proposed budget is Monday, May 17, 2021 at the regular Town meeting at 7:00 p.m.  The proposed budget will be available for review at the Town Office or on the Town's website - www.churchhillmd.com <http://www.churchhillmd.com>.

Other:  Commissioner Rhodes stated that the Council of Governments meeting will be held Wednesday, May 12, 2021 at the Centreville Wharf Building at 6:30 p.m.  The guest speaker will be from Washington College regarding doing some GIS for municipalities at no cost to the municipalities.

Commissioner Rhodes further stated that he received a call today, which will probably be followed up by a letter, that the Eastern Pre-release Unit is officially closed July 1, 2021.  All inmates have been removed to another location.

Commissioner Rhodes went on to say that the Town of Church Hill is eligible to receive money through the CARES Act.  We are awaiting further information regarding this.

Sewer System:

Flow Reports:  Each Commissioner had a copy of the report.

: Mrs. Janet Rochester asked what the protocol will be for the Planning and Zoning meeting.  Commissioner Rhodes said face masks will be required and Covid-19 protocol enforced.

Commissioner Raffetto moved to adjourn the meeting. Commissioner Rhodes seconded the motion.  The motion was passed 3-0.  The regular Town Meeting was adjourned at 7:28 p.m.

The next Town Meeting is scheduled for Monday, May 17, 2021 at 7:00 p.m.
