Minutes of Town Meeting
Due to the Coronavirus State of Emergency the Town Office continues closed to the public. The meeting was conducted via a conference call for those interested in listening to the meeting.
March 15, 2021
Commissioner Charles M. Rhodes, Jr. called the meeting to order at 2:04 p.m. Present were President John P. Griffin, Town Commissioner Edward C. Raffetto, Jr. and Town Administrator/Clerk, Nancy J. Lindyberg. Commissioner Rhodes dispensed with the Pledge of Allegiance.
Commissioner Raffetto moved to accept the minutes of February 22, 2021 as presented. Commissioner Rhodes seconded the motion. The motion was passed 3-0.
Town Street Repair: Commissioner Rhodes stated that he spoke with County Roads and we have been on their schedule to do the work, but with all the rain we have had and the Covid virus everything has been delayed. They will be in touch to let the Town know when work will commence. The work on New Street will be to fix the ditch and grate, clean the pipes and reseed the shoulder at the bend on New Street.
Planning & Zoning: Nothing to report
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
Verizon Wireless Service Complaints: Commissioner Rhodes stated that this meeting is still delayed by Covid virus, which prevents everyone, including their Engineering section, to get together. It will ascertain what may be done to improve service in Church Hill.
COG/Tax Differential Hearing Tuesday, March 23, 2021: Commissioner Rhodes stated that the Tax Differential was discussed at the Council of Governments meeting on Wednesday, March 10, 2021. This to recover some County tax money for payment of services that the Town of Church Hill renders that are not rendered by the County. Last year the Town received approximately $40,000.00 and this year it is estimated that the Town would receive a possible 10% increase.
Correspondence: The Town received a thank you note from the Coppage Family for the memorial flowers sent in memory of William Coppage.
The Town also received a "Certificate of Satisfaction" regarding the mortgage that Queenstown Bank held on the Town Office building. Commissioner Rhodes explained that at the last meeting there was a motion to pay the balance of the mortgage on the building.
President Griffin moved to adjourn the meeting. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The regular Town Meeting was adjourned at 2:26 p.m.
Flow Reports: Each Commissioner had a copy of the report.
Other: Commissioner Rhodes stated that he spoke with Don Reed from MES regarding scheduling a tour of the new sewer treatment plant at the pre-release unit for the Commissioners to observe the new technology used there. In addition, he spoke with Mr. Reed about the ammonia removal at the Town's sewer treatment plant and he said the because of the Covid virus it has been difficult to get people to work on it. The Town has a five year grace period to have the work done.
Comments: Mrs. Janet Rochester asked if the citizens responsible for cleaning Main Street where leaves from the trees have fallen. Commissioner Rhodes said that he intends to contact State Highway regarding this issue. He believes that it the responsibility of State Highway since Main Street is a State highway and they own the street.
The next Town Meeting is scheduled for Monday, April 5, 2021 at 2:00 p.m.
