Minutes of Town Meeting
Commissioner Charles M. Rhodes, Jr. called the meeting to order at 10:00 a.m. Present were Town Commissioner Edward C. Raffetto, Jr., President John P. Griffin, Sr., via telephone, and Town Administrator/Clerk, Nancy J. Lindyberg. Commissioner Rhodes dispensed with the Pledge of Allegiance. The minutes of June 1, 2020 minutes were approved.
July 20, 2020
Due to the Coronavirus State of Emergency the Town Office cannot be open to the public. The meeting was conducted via a conference call for those interested in listening to the meeting.
A President of the Town Commission is to be elected for the upcoming fiscal year. Commissioner Raffetto moved to nominate John P. Griffin, Sr. to be President of the Town Commission for the upcoming year. Commissioner Rhodes seconded the motion. The motion passed 2-0
Street Repair and Paving: David A. Bramble Inc. will be repairing and repaving the remainder of New Street. According to Keith Harris, a representative of David A. Bramble Inc., it appears that material had been left over from the project and they suggested that the Town may consider repairing and repaving other streets in Town. After further discussion, it was decided that all of Village Drive, Lauren Court and Everett Lane will also be repaired and repaved. This work will probably begin Tuesday, June 21, 2020. Mr. Harris also stated that several private citizens in Town have requested to have their driveways done as well.
Planning & Zoning: Janet Rochester said there was nothing to report.
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
Trailer Removal - 219 Main Street: The trailer at 219 Main Street has been removed. The Town voted to purchase the property to combine it with the Town's property next to the Mill Stream in hopes of creating a future park. The Town is going to be reimbursed the majority of the cost of the purchased by the State through the County. Commissioner Rhodes spoke with the QAC Parks and Recreation on Friday, July 17, 2020 and was informed that they are awaiting payment from the State and they will forward same to the Town when they receive it.
Other: Commissioner Raffetto asked if anything has been done about the unkempt property at 224 Main Street. Commissioner Rhodes said that he contacted, Chris Jakubiak, the Town Zoning Administrator, and made attempts to have Mr. Jakubiak inspect the property last week; however, a schedule could not be worked out and he is out of town this week. We hope to be able to conduct an inspection during the last week of July. In addition, Town Attorney, Elissa Levan will be contacted to determine the best course of action.
Other: There have been several complaints in Town regarding the Verizon Wireless service. The system they provide seems to have diminished over the last year and most notably over the past two months. There are several areas around Town where service is dropped. Commissioner Rhodes contacted the local government representative for Verizon Wireless and he was going to contact the Town's engineer. We are supposed to get a response sometime this week.
The next Town Meeting will be Monday, August 3, 2020 at TBD
Flow Reports: Each Commissioner had a copy of the report.
Discharge Permit: The Town received the WWTP Discharge Permit Renewal for the next five years. Commissioner Rhodes mentioned that there are indications that in ten years the Town may need to replace the Waste Water Treatment Plant because of outdated technology there.
Comments: Janet Rochester said that residents of the Town have mentioned to her what a great job has been done on the streets.
President Griffin moved to adjourn the meeting. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The meeting was adjourned at 10:10 a.m.
