Minutes of Town Meeting
May 4, 2020

Commissioner Charles M. Rhodes, Jr. called the meeting to order at 2:00 p.m. Present were Town Commissioner Edward C. Raffetto, Jr., President John P. Griffin, Sr., via telephone, and Town Administrator/Clerk, Nancy J. Lindyberg. Commissioner Rhodes dispensed with the Pledge of Allegiance.  The minutes of April 6, 2020 minutes were approved.

Due to the Coronavirus State of Emergency the Town Office cannot be open to the public. The meeting was conducted via a conference call for those interested in listening to the meeting

Planning & Zoning:  Janet Rochester, via telephone, stated that there was nothing to report.

: 

Public Hearing - Charter Amendment Resolution No. 01-20: Charter Amendment:   Commissioner Rhodes moved to open the Public Hearing on Charter Amendment Resolution No.01-20. Commissioner Raffetto seconded the motion.  The motion passed 3-0.  Commissioner Rhodes explained that Charter Amendment Resolution No. 01-20 is a Charter Amendment Resolution of the Commissioners of the Town of Church Hill, Maryland amending the Charter of the Town for the purpose of permitting the Town to reschedule elections during a State of Emergency as declared by the State of Maryland, the Town of Church Hill, or Queens Anne's County when necessary to ensure the safety of Town residents and the integrity of the election.  Commissioner Rhodes further explained that this Charter Amendment Resolution was introduced as a result of the Covid19 virus; however, this resolution would not be in effect to affect this year's election. There were no comments regarding the Charter Amendment Resolution.  Commissioner Rhodes moved to close the Public Hearing.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  Commissioner Rhodes moved to adopt Charter Amendment Resolution No. 01-20.  Commissioner Raffetto seconded the motion.  The motion was passed 3-0.  This Charter Amendment Resolution will be advertised in the local paper and on the Town's website for 40 days prior to it becoming effective.
 
Bulk Trash Pick Up:
  The bulk trash pick-up has been schedule with the trash removal company for Saturday, May 16, 2020.  Notices have been sent to all residents via mail and/or email and it is listed on the Town's website.

Other:  Commissioner Rhodes stated that for the last four to six weeks the Commission has authorized him to meet with County Roads Department and the Town's engineer regarding street repairs. The roads are predominately tar and chip, which the Town spends a considerable amount of money on about every three years.  After meeting with County Roads Department and the Town's engineer and looking at the streets that are in need of repair, it became clear that if the Town could afford it, all the Town owned tar and chip roads should be paved with asphalt.  The streets discussed include all of New Street, Green Street, Agnes Street, Wilson Lane, Church Lane, Sterling Lane and Cemetery Lane. Commissioner Rhodes recommends that the Town utilize the County Contract.  He has met with their vendor, David A. Bramble and received a cost of $171, 080.00, the majority of which will paid for by State Highway User Revenue that the Town has received over the years.  The Town's engineer reviewed the proposal and said that the price is extremely reasonable.  It the Commissioner accepts this proposal, the majority of the work would be done in June 2020.

Commissioner Rhodes moved to accept the Contract by David A. Bramble, Inc. and authorized them to complete all the above mentioned road work.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

Introduction of Ordinance No. 174-20 - FY 2021 Budget
: An Ordinance of the Commissioners of the Town of Church Hill, Maryland, approving and adopting the Budget of the Town of Church Hill for the fiscal year beginning July 1, 2020 and ending June 30,2021; establishing a tax rate of $.34 per $100 of assessed valuation for real property; establishing a utility tax rate of $.85 per $100 assessed valuation for real property; establishing a sewer fee of $340 per equivalent dwelling unit; and providing for the collection of the State of Maryland Bay Restoration Fund annual fee of $60.

Commissioner Rhodes moved to introduce Ordinance No. 174-20, the FY 2021 Budget.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

The Town's proposed FY 2021 Budget will be available for review on the Town's website - townofchurchhillmd.com.  The Public Hearing regarding the budget will be held at our regular meeting on Monday, June 1, 2020 - TBD.

Church Hill Theatre Grant Request Support Letter:
  The Church Hill Theatre requested that the Town submit a letter of support for them, as they have applied for a grant through Preservation Maryland's Heritage Fund for financial assistance in repairing interior fabric in the Church Hill Theatre building.  Commissioner Rhodes moved to submit a letter of support for the Church Hill Theatre regarding their grant request.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

Sewer System:

Flow Reports:  Each Commissioner had a copy of the report.

Other:
Commissioner Rhodes stated that money was included in the Sewer Budget to upgrade the WWTP for an ammonia removal system that has been requested by Maryland Department of Environment.  It is expected that the work will be done early in FY2021.

Commissioner Raffetto made a motion to adjourn the meeting.  President Griffin seconded the motion.  The motion was passed 3-0.  The meeting was adjourned at 2:12 p.m.
