Minutes of Town Meeting
March 2, 2020

President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr., via telephone, and Town Administrator/Clerk, Nancy J. Lindyberg. President Griffin dispensed with the Pledge of Allegiance.  The minutes of February 18, 2020 were approved as submitted.

Committee Reports:

Planning & Zoning:  Janet Rochester said that next Planning and Zoning meeting is scheduled for Monday, April 13, 2020.
Board of Appeals:
  Nothing to report

Budget Status Report
:  Each Commissioner has a copy.

Unfinished Business

Council of Governments Meeting:  Next Council of Governments Meeting will be Wednesday, March 11, 2020 hosted by Queen Anne's County in Centerville.

House Bill 203 - Community Parks and Playgrounds:
  MML members were asked to send letters of opposition to this bill and reach out to members of the House Environment and Transportation Committee and the League was pleased to deliver close to 20 letters of opposition to the Committee on the day of the hearing. The Senate hearing on will be held on Wednesday, March 4 in the Senate Education, Health and Environmental Affairs Committee.  This bill would allow Baltimore and Howard Counties to apply to the Community Parks and Playgrounds Program.

Tax Set-Off Meeting:  The Tax Set-Off Meeting with Jonathan Seeman in Centreville at 4:15 p.m.
Other:  None
New Business:

Correspondence:  Delmarva sent an email informing the Town that the 25 street lights on Main Street, which will be changed to LED lights, have been designed and released to construction; however, because they are experiencing longer than usual lead time the LED fixtures will not be available until May 2020.
ESAM sent information regarding a Legislative Dinner being held Thursday, April 9th at Salisbury University.
Commissioner Raffetto sent an email informing the Commissioners that Mr. Wilson at Chesapeake Bank has resigned and is leaving at the end of December 2020.

House Bill 1392/SB982 - To Restore Municipal Highway User Revenue:
  MML is requesting that all municipalities
submit a letter in support of legislation to fully and permanently restore municipal highway user revenues.  The Commissioners agreed to submit a letter of support to the appropriate legislators before the end of the day Tuesday, March 3, 2020.

Other:  Commissioner Rhodes stated that he has spoken with Queen Anne's County regarding road repair within the Town and requested that they submit some estimates as to what it would cost to redo the Town streets.

Sewer System:

Flow Reports:  Each Commissioner had a copy of the report.

Commissioner Rhodes stated that he has spoken with Don Reed, of Maryland Environmental Services, and Wayne Newton, Town Engineer, regarding doing a camera in the line and smoke test.  During our last meeting there was a discussion about the Town being required to conduct ammonia removal from the Waste Water Treatment Plant and it appears on the permit that we are getting a temporary reprieve where we do not have to remove the ammonia and our permit will be renewed for five year, but anytime within that period they can require the removal of the ammonia, which means adding aerators to the small lagoon, which is estimated between $30,000 to $100,000.

Commissioner Rhodes moved to recess the regular meeting and enter into Closed Session pursuant to the Annotated Code of Maryland, General Provisions Article, §3-305 (3) To consider the acquisition of real property for a public purpose and matters directly related thereto; (7)To consult with counsel to obtain legal advice; and (14) Before a contract is awarded or bids are opened, discuss a matter directly related to a negotiation strategy or the contents of a bid or proposal, if public discussion or disclosure would adversely impact the ability of the public body to participate in the competitive bidding or proposal process.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The regular meeting was recessed at 7:30 p.m.

There were no decisions made during the Closed Session.  Commissioner Rhodes moved to return to regular session at 7:51 p.m.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

Commissioner Raffetto moved to ask Commissioner Rhodes to meet with Wayne Newton, Town Engineer, Bramble and QAC Engineer regarding Town streets. Commissioner Rhodes seconded the motion.  The motion passed 3-0.

Commissioner Rhodes made a motion to adjourn the regular meeting.  Commissioner Raffetto seconded the motion.  The motion was passed 3-0.  The meeting was adjourned at 7:53 p.m.

The next Town Meeting will be Monday, March 16, 2020 at 7:00 p.m.
