Minutes of Town Meeting
President John P. Griffin, Sr. called the meeting to order at 6:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr. and Town Administrator/Clerk, Nancy J. Lindyberg.
July 1, 2019
Commissioner Rhodes moved to recess the regular meeting and enter into Closed Session pursuant to the Annotated Code of Maryland, General Provisions Article, §3-305(A)(3) to consider the acquisition of real property for a public purpose and matters directly related thereto. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The regular session was recessed at 6:06 p.m.
Commissioner Rhodes moved to recess the Closed Session and return to regular session at 7:00 p.m. Commissioner Raffetto seconded the motion. The motion was passed 3-0. No decisions were made and the Closed Session was recessed at 6:45 p.m.
President Griffin called the regular meeting back to order. He dispensed with the Pledge of Allegiance. The minutes of June 3, 2019 were approved as submitted.
Appointment of President of Town Commission: Commissioner Rhodes moved to appoint John P. Griffin, Sr. and continued as President of the Town Commission. Commissioner Raffetto seconded the motion. The motion passed 2-0.
Planning & Zoning: The next Planning and Zoning Meeting will be Monday, July 8, 2019 at 7:00 p.m.
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
Animal Control Ordinance Workshop: The Commissioners are in the process of getting together a committee for the workshop.
Budget Amendments: Commissioner Rhodes moved to introduce Ordinance No. 169/19, an ordinance of the Commissioners of the Town of Church Hill, Maryland authorizing the purchase from Queenstown Bank of 9.95+ acres adjacent to the Town Wastewater Treatment Plant for $100,000.00 and amending the Town's FR 2020 annual budget to appropriate additional funds in the amount of one hundred twenty thousand dollars ($120,000.00) for the acquisition, repair and maintenance of the property. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Commissioner Rhodes moved to introduce Ordinance No. 170/19, an ordinance of the Commissioners of the Town of Church Hill, Maryland, authorizing the purchase of two (2) parcels of land comprising collectively .716+ acres, known as 121 New Street for the potential construction, repair and maintenance of a Town Hall building and amending the Town's FY 2020 Annual Budget to appropriate additional funds in the total amount of one hundred twenty thousand dollars ($120,000.00) for acquisition, construction and maintenance. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Commissioner Rhodes explained that the monies mentioned in both ordinances was money that was appropriated in the last fiscal year's budget, but the contracts did not get consummated in during the last fiscal year; therefore, the funds are being brought forward from last fiscal year's budget to this fiscal year's budget.
Fran Jester, CHVFC Project Update: Mr. Jester stated that since the old building was torn down on April 29, 2019 they have been operating out of the temporary fire station at the rear of the property, along with the county paramedics, who are now working 24/7. He added that they have been very pleased with the general contractor and the project manager has been on site every day keeping the sub-contractors in line. They are about one week behind schedule due to the amount of rain there has been. The retaining wall is just about finished. They are bringing in the contractor to do the brick work. That will be visible from Main Street. There was one issue that Mr. Jester said he would like to discuss tonight. It is regarding the location of the sprinkler tank. Due to the new fire code the storage tank needs to be 42,000 thousand gallons. Presently it is designed to be at the back of the parking lot behind Ms. Embert's property building up to the county building property line. He explained that if it goes there it will pick up that whole section that will take away any possible second means of egress through that property to New Street. He stated that if the tank could be relocated on a vertical line going north and south toward New Street instead of horizontal with the property line, that would give the fire company more storage room as well as maintain that secondary egress if ever needed. It would also help when converting the temporary building at the rear into a hall for fund raising events, etc. because it would have to be sprinklered as well and the tank would cover that issue.
Other: Commissioner Raffetto moved to change the date of the next Town meeting from Monday, July 15, 2019 to Tuesday, July 16, 2019 so that everyone will be able to attend. Commissioner Rhodes seconded the motion. The motion passed 3-0.
Commissioner Rhodes moved to return to regular session at 8:15 p.m. Commissioner Raffetto seconded the motion. The motion passed 3-0. Commissioner Rhodes stated that after some discussion regarding the potential purchase of property Commissioner Raffetto has a motion he would like to enter into the record. Commissioner Raffetto moved to authorize President John Griffin, on behalf of the Town Commissioners, to purchase the parcel of land at 109 New Street for a public purpose for $35,000.00, which is the asking price. Commissioner Rhodes seconded the motion. The motion passed 3-0.

Comments: Michelle McLaughlin, resident of Church Hill, stated that the situation on Agnes Street is still "a hot mess". She added that she needs to consistently be able to get into her driveway, but many times this has been impossible because other people are parking in the roadway. Ms. McLaughlin said that she sent a drawing indicating that she is going to widen her driveway. She indicated that she obtained permission from the Post Office to move her mailbox in order to do this. She also stated that parking on both sides of the street is an issue.
Mr. Phil Hurlock asked if the State Police and the Sheriff's Department could be contacted again regarding the speeding on Walnut Street. Commissioner Rhodes said that the State Police and QAC

The regular meeting was recessed at 7:45 p.m.
Commissioner Rhodes moved to adjourn the regular session. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The regular session was adjourned at 8:17 p.m.
The next Town Meeting will be Tuesday, July 16, 2019 at 7:00 p.m.
