Minutes of Town Meeting
President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr., and Town Administrator/Clerk, Nancy J. Lindyberg. He dispensed with the Pledge of Allegiance. The minutes of March 18, 2019 were approved as submitted.

Animal Control Ordinance: The Town is still conducting research on this matter.
Planning & Zoning: Janet Rochester said the next meeting will be Monday, April 8, 2019. Ms. Rochester said that Town Planner, Chris Jakubiak would have the Ordinance regarding the participation in the Maryland Heritage Program prepared
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
Adoption of Ordinance No. 166/19 - Sewer Budget Amendment: Commissioner Rhodes moved to adopt Ordinance No. 166/19, an ordinance of the Commissioners of the Town of Church Hill, Maryland authorizing the purchase from Queenstown Bank of 9.95+/- acres adjacent to the Town Wastewater Treatment Plant for $100,000 and amending the Town's FY 2019 annual budget to appropriate additional funds in the amount of $120,000 for the acquisition, repair and maintenance of the property. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Trash Removal Contract: Town Attorney, Elissa Levan, drafted a letter stating that Pursuant to Paragraph 12 of the Agreement between Chesapeake Waste Industries, L.L.C. and the Commissioners of the Town of Church Hill, dated May 2016, which states the following:
"This Agreement shall be effective as of July 01, 2016 and shall continue in effect until June 30, 2019, unless an extension is granted or earlier terminated by the Town, if in its sole discretion, early termination serves the best interests of the Town and its residents. Should the Town terminate the Agreement, such termination shall be effective three (3) days from the date of receipt by the Contractor of written notice of termination."
the Town hereby extends the Agreement, upon the same terms and conditions, through June 30, 2022.
Correspondence: The Town received the notice of the ESAM District 1 Dinner/Meeting. Ms. Lindyberg will contact Jim Beechum to ascertain when the District 2 Dinner/Meeting will be held.
Introduction of Ordinance No. 167/19 - General Budget Amendment: Commissioner Raffetto moved to introduce Ordinance No. 167/19, an ordinance of the Commissioners of the Town of Church Hill, Maryland, authorizing the purchase of two (2) parcels of land, comprising collectively .716+/- acres, known as 121 New Street, for the potential construction, repair and maintenance of a Town Hall Building and amending the Town's FY 2019 annual budget to appropriate additional funds in the total amount of $90,000 for acquisition of the property and $30,000 for construction, repair and maintenance of improvements thereto. President Griffin seconded the motion. The motion passed 2-0.
Commissioner Raffetto moved to recess the regular meeting and enter into Closed Session pursuant to the Annotated Code of Maryland, General Provisions Article, §3-305(A)(3) to consider the acquisition of real property for a public purpose and matters directly related thereto; and (A)(4) to consider a preliminary matter that concerns the proposal for a business or industrial organization to locate, expand, or remain in the State. Commissioner Rhodes seconded the motion. The motion passed 3-0.
Flow Reports: Each Commissioner had a copy of the report.
Comments: Mr. Phil Hurlock asked if the Town got a new sign for Cemetery Lane and if it was noticed that the street sign at Main and Church Streets is hanging down. Commissioner Rhodes said that they are aware of these problems, and also a sign on Pinder Hill Road and they are making arrangements to repair the signs.
The Town Commissioners held a Closed Session at 7:21 p.m. and adjourned the Closed Session at 8:00 p.m. No action was taken and Commissioner Rhodes made a motion to return to regular session at 8:00 p.m. Commissioner Raffetto seconded the motion. The motion was passed 3-0.

The next Town Meeting will be Monday, April 15, 2019 at 7:00 p.m.
