Minutes of Town Meeting
President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr., and Town Administrator/Clerk, Nancy J. Lindyberg. He dispensed with the Pledge of Allegiance. The minutes of December 17, 2018 were approved as submitted.

Animal Control Ordinance: The Animal Control Ordinance is still being reviewed.
Planning & Zoning: Edward Raffetto said that the Church Hill Volunteer Fire Company submitted the final plans for the new building. The Town Engineer, Town Planner, Fire Marshal and Queen Anne's County all have received a copy. The next meeting will be February 11, 2019.
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
Correspondence: The Town received a letter from Maryland Department of the Environment requesting permission for access to a section of the Mille Branch of Southeast Creek. The section is owned by the town. Every few years MDE monitors stream biology and wishes to do so in the next few months. The Commissioners authorized President Griffin to sign the request permitting access.
Council of Governments Meeting: The meeting is Wednesday, January 9, 2019 and hosted by Church Hill at the Church Hill Town Office. A light dinner will be offered at 6:30 p.m. and the meeting will begin at 7:00 p.m.
Other: Commissioner Rhodes said that a part of the road at the end of Cemetery Lane collapsed. It is outside the town limits and in Queen Anne's County. He has spoken with the owner of the land. Town Engineer, Wayne Newton, inspected it and thought that the pipe under the road is also collapsed. Commissioner Rhodes places cones around the area and Queen Anne's County and Parks and Recreation have been notified.
Pursuant to the Annotated Code of Maryland, General Provisions Article, §3-305(b)(3) to consider the acquisition of real property for a public purpose and matters directly related thereto; and (5) to consider the investment of public funds, Commissioner Rhodes moved to recess the regular meeting and enter into Closed session. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The regular meeting was recessed at 7:45 p.m.
Commissioner Rhodes also said that he has been attempting to speak with a representative from Delmarva regarding their program to replaced 20 street lights a year with LED lights. This would be a savings in the cost of street lighting.
Flow Reports: Each Commissioner had a copy of the report.
Report from MES on North Pump Station: Jay Jarrell from MES sent an email detailing the problem that occurred at the North Pump Station on Friday, December 28, 2018. He explained that the pipe between the wet well & the flow meter had a buildup of sludge & debris. The buildup was blocking the pipe & not allowing the pumps to send flow through the meter. MES was able to flush the pipe and clear the blockage.
MES Annual Report and FY2019 Budget: The annual report details the operations and maintenance summary, scheduled or recommended improvements and regulatory compliance status. Church Hill did very well on the compliance requirements. The report also indicated the amount of the FY2019 budget. Commissioner Rhodes moved to accept MES FY2019 budget. Commissioner Raffetto seconded the motion. The motion passed 3-0. In April MES will send a detailed budget for President Griffin to sign, which will make the acceptance official.
Comments: Mr. Phil Hurlock, resident of Church Hill, mentioned that the excessive speed in Church Hill is still a problem. Commissioner Rhodes asked Ms. Lindyberg to contact Major Boardman and Lt. Embert regarding this. Mr. Hurlock thanked Commissioner Raffetto for attending the installation dinner on behalf of the Town also thanked the Commissioners for their very generous donation to the Church Hill Volunteer Fire Company.
No action was taken and Commissioner Rhodes made a motion to return to regular session at 8:15 p.m. Commissioner Raffetto seconded the motion. The motion was passed 3-0.

The next Town Meeting will be Tuesday, January 22, 2019 at 7:00 p.m.
