Minutes of Town Meeting
December 17, 2018

President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr., and Town Administrator/Clerk, Nancy J. Lindyberg.  He dispensed with the Pledge of Allegiance.  The minutes of December 3, 2018 were approved as submitted.

Committee Reports:

Planning & Zoning:  Janet Rochester said that unless something comes up in January, the next meeting will be February 11, 2019.

Board of Appeals:
  Nothing to report

Budget Status Report
:  Each Commissioner has a copy.

Unfinished Business:
 
Animal Control Ordinance:  The Animal Control Ordinance is still being reviewed.
Draft Purchase Contract to Purchase Property at New and Green Streets:  Discussions are still underway regarding this contract.  The Commissioners agreed that they should go into executive Session to consider details of property contract and receive opinions of lawyer

Shore United Bank - Sweep Account:
  Commissioner Rhodes and Commissioner Raffetto met with a representative of Shore United Bank in Centreville regarding the Sweep Accounts, which are paying 2% interest.  Commissioner Rhodes moved to transfer $300,000.00 from Queenstown Bank Sewer Checking Account into Shore United Bank Sewer Sweep Account and also to transfer $300,000.00 from Queenstown Bank General Checking Account into Shore United Bank General Sweep Account.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

New Business:

Correspondence:  The Town received letters from the Church Hill Elementary School fourth graders thanking the Town for allowing them to visit the Town Office.
The Commissioners also received an invitation to Governor Hogan's Inauguration.

CHVFC Installation Dinner/Donation:
  Commissioner Raffetto said that he has responded that he would attend the dinner.  Commissioner Rhodes moved to donate $2,000.00 to the Church Hill Volunteer Fire Company.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

Sewer System:

Flow Reports:  Each Commissioner had a copy of the report.

  None

Comments:
  Janet Rochester said that she and others who attended the Town of Church Hill's annual Christmas dinner all had a very enjoyable time.

Pursuant to the Annotated Code of Maryland, General Provisions Article, §3-305(b)(3) to consider the acquisition of real property for a public purpose and matters directly related thereto, Commissioner Rhodes moved to recess the regular meeting and enter into Closed session. Commissioner Raffetto seconded the motion.  The motion was passed 3-0.  The regular meeting was recessed at 7:15 p.m.

Commissioner Rhodes moved to return to the regular meeting at 7:35 p.m.
Commissioner Raffetto seconded the motion.  The motion was passed 3-0.

Commissioner Rhodes stated that no votes were taken and no decisions were made during the Closed Session, and he moved to adjourn the regular meeting.  Commissioner Raffetto seconded the motion.  The motion was passed 3-0.  The meeting was adjourned at 7:35 p.m.

The next Town Meeting will be Monday, January 7, 2019 at 7:00 p.m.
