Minutes of Town Meeting
President John P. Griffin, Sr. called the meeting to order at 5:30 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr., Town Attorney Elissa Levan, Town Engineer, Wayne Newton, Town Planner, Chris Jakubiak (via telephone) and Town Administrator/Clerk, Nancy J. Lindyberg.

Pursuant to the Annotated Code of Maryland, General Provisions Article, §3-305(b)(3) to consider the acquisition of real property for a public purpose and matters directly related thereto; and §3-305(b)(7) to consult with counsel to obtain legal advice, Commissioner Rhodes made a motion to recess the regular meeting and enter into Executive Session. Commissioner Raffetto seconded the motion. The Executive Session began at 5:35 p.m.
Commissioner Rhodes moved to return to the regular meeting at 6:50 p.m. Commissioner Raffetto seconded the motion. The motion was passed 3-0. Commissioner Rhodes moved to have a ten minute recess. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The regular meeting was recessed at 6:50 p.m.
President Griffin resumed the regular meeting at 7:00 p.m. He dispensed with the Pledge of Allegiance. The minutes of October 15, 2018 were approved as submitted.
Animal Control Ordinance: As stated earlier, the Planning Commission drafted an Animal Control Ordinance to be presented to the Town Commissioners for their consideration.
Planning & Zoning: Edward Raffetto stated that the Planning Commission approved a draft Animal Control Ordinance and forwarded it to the Town Commissioners for their consideration. Town Attorney, Elissa Levan will also review the ordinance.
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
Correspondence: The Town received a notice of the ESAM Legislative Dinner to be held at Fisherman's Inn on Tuesday, January 22, 2019 at 6:00 p.m. Commissioner Raffetto said that he would attend. President Griffin and Commissioner Rhodes said they would need to check their schedules.
The Commissioners also received invitations to the Church Hill Volunteer Fire Company Installation Dinner held in January.
Review of Deed of Road Dedication - Pine Ridge Drive: The Commissioners reviewed the Deed of Road Dedication and discussed it with Town Attorney, Elissa Levan and Town Engineer, Wayne Newton. Commissioner Raffetto said that it was agreed that it covers all of the Town's expectations and requirements. Commissioner Raffetto moved to accept the Deed of Road Dedication that is proposed by Queenstown Bank and approved by the Town's Attorney, Engineer and Planner. Commissioner Rhodes seconded the motion. The motion passed 3-0.
Other: Commissioner Raffetto moved that the Commissioners authorize Town Attorney, Elissa Levan, to draft a contract for the purchase of the property from the Estate of Ross Rhodes, Sr. for the sum of $90,000.00. Commissioner Rhodes seconded the motion. The motion passed 3-0.
Commissioner Raffetto moved to adjourn the meeting. Commissioner Rhodes seconded the motion. The motion was passed 3-0. The meeting was adjourned at 7:19 p.m.

The next Town Meeting will be Monday, December 3, 2018 at 7:00 p.m.
