Minutes from Town Meeting
President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Jr., Town Attorney Karen P. Ruff and Town Administrator/Clerk, Nancy J. Lindyberg. See attendance sheet for other attendees. President Griffin dispensed with the Pledge of Allegiance. The minutes were approved as submitted.
January 2, 2018
Church Hill Volunteer Fire Annual Christmas Dinner: The installation dinner will be Saturday, January 6, 2018. Commissioner Raffetto said that he would attend and present the Fire Company with a $1,000.00 donation.
Planning & Zoning: The next meeting is scheduled for January 8, 2018.
Board of Appeals: Nothing to report
Budget Status Report: Each Commissioner has a copy.
ESAM Legislative Dinner: Ms. Lindyberg reminded the Commissioners about the ESAM Legislative Dinner at Fisherman's Inn on Tuesday, January 23, 2018 at 6:00p.m. Commissioner Rhodes said that he would attend.
Draft Ordinance 164-17 Amending Church Hill Town Code Chapter 67: Town Attorney Karen Ruff stated that this ordinance would clarify the requirements for Town streets and to add §67-69A providing for an infrastructure protection permit and bond. The Commissioners said that they would review the "draft" ordinance and would also like to have Town Engineer, Wayne Newtown also review it. The ordinance would possibly be introduced at the next Town meeting.
Correspondence Received: The Town received a thank you note from Jack and Martha Shaum for the lovely Christmas dinner.
Attorney Letter: Town Attorney Karen Ruff explained that the letter states her intention to provide legal representation to the Town of Church Hill as an independent contractor and not as an employee of the Town on an as need basis, working in conjunction with Elissa D. Levan, Esq. with whom the Town will have a separate agreement. Commissioner Rhodes made a motion to authorized President Griffin to sign the letter, agreeing to the terms listed. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Streets Resolution: Town Attorney Karen Ruff mentioned the Town's resolution pertaining to Town Code §67-59. Streets
A. The construction of streets as shown upon final plats and as contained on contract agreements shall in every respect conform to such requirements as the Town Commission may by resolution require for the construction of streets in the Town. The minimum requirements of all subdivisions shall be governed by that resolution in effect at the time of the approval of the applicant's final plat.
B. All streets shall be graded to:
1. The grades shown on the street profiles and cross-section plan submitted and approved with the final plat;
2. The full width of the right-of-way.
Commissioner Raffetto made a motion to adjourn the meeting. Commissioner Rhodes seconded the motion. The motion was passed 3-0. The meeting was adjourned at 7:35 p.m.
