Minutes from Town Meeting
President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Town Attorney Karen P. Ruff, and Town Administrator/Clerk, Nancy J. Lindyberg. See attendance sheet for other attendees. President Griffin dispensed with the Pledge of Allegiance. The minutes from the June 19, 2017 meeting were approved as submitted.

Planning & Zoning: Commissioner Raffetto said that there are two items on the agenda forwarded to the Commissioners by the Committee that will be discussed later in the meeting. Next meeting is scheduled for Monday, August 14, 2017 at 7:00 p.m.
Board of Appeals: Nothing to report
Budget Status Report: The fiscal year end report will be created and distributed to the Commissioners when it is completed.
Public Hearing and Adoption of Amended Ordinance No. 163-17 Amending the Town's Critical Area Map: At the Town meeting on June 19, 2017 the Town Commissioners introduced Ordinance No. 163-17 Amending the Town's Critical Area Map; however, the Town Commissioners believe the map is wrong as they have discussed with the Critical Area Commission over many years. In view of this, Town Planner Chris has spoken with the Critical Area Commission, addressed those issues and the staff of the Critical Area Commission has agreed to classify the WWTP as IDA. Therefore, Ordinance No. 163-17 has been amended to address the aforementioned concerns of the Commissioners.
Noting that no citizens had appeared for the public hearing, Commissioner Raffetto moved to close it. Commissioner Rhodes seconded the motion. The motion passed 3-0.
Commissioner Rhodes made a motion to adopt Ordinance 163-17 as amended which is an ordinance of the Town of Church Hill, Maryland amending the Critical Map of the Town of Church Hill. Commissioner Raffetto seconded the motion. The motion was passed 3-0.
Sustainable Community Application: The application has been completed and Town Planner Chris Jakubiak has sent the application to the appropriate agency and sent Resolution No. 122-17 to be introduced and adopted by the Commissioners regarding same. Commissioner Rhodes made a motion to introduce and adopt Resolution No. 122-17 to designate the entire Town of Church Hill a Sustainable Community pursue to the attached Sustainable Community Map and Sustainable Community Plan. The Plan is further described in the Sustainable Community Application for approval either directly by the Department of Housing and Community Development of the State of Maryland or through the Smart Growth Subcabinet of the State of Maryland. Commissioner Raffetto seconded the motion. The motion passed 3-0.
SHA Project-Church Hill Resurfacing and ADA Improvements: The Town received an Entry Agreement from the State Highway Administration requesting that it be signed by the Commissioners and returned to them. This grants permission to the Maryland State Highway Administration and for contractors acting on its behalf to immediately enter in upon that portion of our land as is shown on a copy of the Plan on Project Number QA1695177 and proceed with the construction and/or improvements of MD 19 (Main Street). In addition, SHA requested that the Town choose the type of material to be used for the crosswalks at the Main Street and Walnut Street intersection. Commissioner Rhodes said that he would contact SHA and discuss the possibilities.
Correspondence Received: Commissioner Raffetto received a letter from Maryland Municipal League congratulating him on his re-election.
Queenstown Bank CDs: Two of the Town's CDs are maturing soon and Ms. Lindyberg asked the Commissioners if they would like to roll them over or change them. Commissioner Rhodes said he will do some research on the interest rates and get back to the other Commissioners.
Night Deposit Drop Box: Ms. Lindyberg said that the night deposit drop box is available for the residents to use when the Town Office is closed.
President Griffin announced that the meeting was up for adjournment. Commissioner Rhodes moved to adjourn the meeting. Commissioner Raffetto seconded the motion. The motion was passed 3-0. The meeting was adjourned at 8:00 p.m.
