Minutes from Town Meeting
January 4, 2016

        President John P. Griffin, Sr. called the meeting to order at 7:00 p.m.  Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Town Attorney Karen Ruff and Town Administrator, Nancy J. Lindyberg. See attendance sheet for other attendees.  President Griffin dispensed with the Pledge of Allegiance.  The minutes from the December 7, 2015 meeting were approved as submitted.

Committee Reports:

Planning & Zoning: Janet Rochester stated that the next Planning and Zoning meeting will be Monday, January 11, 2016.

Board of Appeals:
  Nothing to report

Budget Status Report
:  Each Commissioner had a copy to review.

Unfinished Business:

319 Main Street:  The Town received the Deed for 319 Main Street.  Ms. Lindyberg asked the Commissioners if the Town could put caution tape around the porch to keep the children from using the porch and steps as skateboard ramps.  Commissioner Rhodes said that the caution tape can be placed on the porch and also suggested that "No Trespassing" signs also be posted.

Tree on 105 New Street:
  The contractor who cut back the branches on the tree near the garage on New Street, at the request of our insurance representative, said that the tree is very old and is already beginning to rot from the inside out.  The contractor said that the cost for the removal of the tree would be $1,200.00.  Commissioner Rhodes made a motion to contact the contractor and ask that he remove the tree.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

Implementation of Maryland Medical Cannabis Law and Regulations:
Town Attorney, Karen Ruff, presented the Commissioners with a report regarding the Maryland Medical Cannabis Law and Regulations.  The report included the explanation of the law which would allow the sale of marijuana in Maryland to people who have certificates stating that they need marijuana for medicinal purposes.  The law states that there would be two dispensaries in each Senatorial District. It also outlined the dispensing and growing process.  The report also contained documentation on how other municipalities were dealing with this.


New Business:

Correspondence Received:
  The Town received a "Thank You" card from Ms. Embert for inviting her to the Christmas Dinner.

Ordinance No. 157-16 Budget Amendment:  In the FY2016 Sewer Budget, the Town budgeted for the installation of an effluent meter at the North Pump Station; however, the cost of the installation was higher than the amount budgeted.  Therefore, the budget has to be amended to cover the cost.  Commissioner Rhodes made a motion to introduce an ordinance of the Commissioners of the Town of Church Hill, Maryland, amending the budget of the Town of Church Hill for the fiscal year beginning July 1, 2015 and ending June 30, 2016 to amend the sewer account expenses to add $22,000 to public works, repairs/maintenance to cover the increased expense, taking the money for the increase from last year's unexpended surplus. Commissioner Raffetto seconded the motion.  The motion passed 3-0.

Council of Governments Meeting:  The COG meeting will be Wednesday, January, 13, 2016.  Church Hill will host the meeting at Nona Maria's.  A light dinner at 6:30 p.m. will be provided and the meeting will begin at 7:00 p.m.  The meeting is open to all.

Mail Box for 571 Main Street:
  Mr. Travis Palmer, residing at 571 Main Street, requested that he be permitted to install a mailbox on/near his home.  The Commissioners are looking into this to see where the mailbox could be placed and requested that Mr. Palmer send his request in writing to the Town.  A decision will be made in the near future.


Sewer System:

Flow Reports:  Each Commissioner had a copy of the report.  Also Jay Jarrell emailed the flow report from the North Pump Station for the month of December since the influent meter had been installed.


Tom Boeshore asked if anything was discerned regarding the dead ducks that were tossed onto some of the properties in Church Hill on New Year's Eve.  Commissioner Rhodes stated that it was investigated but it appeared to be nothing but a prank.
Phil Hurlock asked if anything had been done regarding the speeding in Church Hill.  Commissioner Rhodes stated that he will be having a meeting with the State Troopers and will discuss the matter at that time.  Mr. Hurlock also asked about the drainage on Cemetery Lane.  Commissioner Rhodes will speak with Town Engineer, Wayne Newton, about what can be done about the problem.
Mr. Hurlock requested that possibly a street sign for Walnut Street be installed, as there is none at this time.

Commissioner Rhodes made a motion to adjourn the regular meeting.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The meeting was adjourned at 7:47 p.m.

The next Town Meeting will be Tuesday, January 19, 2016 at 7:00 p.m.
