MINUTES
PLANNING AND ZONING COMMISSION


September 11, 2023



MEMBERS AND TOWN OFFICIALS PRESENT

Present were Planning and Zoning Commissioners: Janet Rochester, Robert Jensen, Marion Chance, Alicia Dodd and Town Commissioner, Edward Raffetto. Also present were Tim Brenza, Town Engineer, Gary Elson, Town Attorney and Nancy Lindyberg, Town Administrator/Clerk.

1.        Call to Order

Chair Rochester called the meeting to order at 6:00 pm

2.        Approval of Minutes

The Commission approved the minutes of the August 14, 2023 meeting

3.        Public Hearing on Proposed Text Amendment to Zoning Ordinance for Signage

Commissioner Raffetto moved to open the Public Hearing on the Proposed Text Amendment to Zoning Ordinance for Signage.  Mr. Jensen seconded the motion.  The motion passed unanimously.  Chair Rochester asked the Commission if they had any questions and/or comments regarding the proposed Text Amendment.

Commissioner Raffetto - none
Gary Elson, Town Attorney advised that he read the Memorandum regarding the proposed Text Amendment and indicated that "75-20 Signs in Residential Districts' on the Memorandum should be "75-120"  Chair Rochester stated that it had been corrected.  Mr. Elson recommended that the proposed Text Amendment be approved as amended.
Tim Brenza, Town Engineer - none

Robert Jensen moved to approve the Text Amendment to Zoning Ordinance for Signage and forward the report to the Town Commissioners.  Commissioner Raffetto seconded the motion.

Commissioner Raffetto moved to close the Public Hearing and return to the regular meeting.  Robert Jensen seconded the motion.  The motion was approved unanimously.

      4.Unfinished Business

Mr. Elson stated that he read the "Planning Commission Rules of Procedure" and asked if the Town had generated this in the past.
Ms. Lindyberg, Town Administrator/Clerk, explained that the "Planning Commission Rules of Procedure" were introduced at the February 2020 meeting and the Commission decided to allow more time to review the document and take it up again at the March 2020 meeting; however, that did not occur.

Mr. Elson stated that the common procedure would be to have a Public Hearing at the next meeting to hear any comments from those in attendance. then approve and forward it the Town Commission, if this is required in the Church Hill Town Code.

4.        Comments

There were no further comments and the Commission moved to adjournment


5.        Adjournment

Robert Jensen moved to adjourn the meeting.  Commissioner Raffetto seconded the motion.  The motion passed unanimously.  The meeting was adjourned at 6:19 pm.
