Planning and Zoning Commission Meeting
February 11, 2013

Present were the Planning and Zoning Commissioners: Chairwoman Janet Rochester,
Alicia Dodd, Robert Jensen, and Town Commission Edward Raffetto. Also present was
Zoning Administrator and Town Planner Christopher Jakubiak, AICP.

At 7:00 pm Chairwoman Rochester opened the meeting, dispensing with the pledge of
allegiance. The minutes of the September 10, 2012 meeting were unanimously approved
as read.

FEMA 100-year Floodplain Mapping: Chairwoman Rochester introduced Chris Jakubiak
and he discussed a letter and a draft map the Town received from the Federal Emergency
Management Agency (FEMA) concerning updates to the Flood Insurance Rate Maps
(FIRM) pertaining to Church Hill. He presented the draft FIRM to the Planning
Commission noting that while FEMA appears to be proposing no substantive changes in
the designated 100-year floodplain from the Town-wide perspective, the present map, as
with the exiting FIRM, is prepared at such as small scale as to render it ineffectual in
determining where the 100-year floodplain is from the perspective of an individual
property owner. Mr. Raffetto inquired as to the likelihood of obtaining detailed mapping
from FEMA or otherwise overlaying the draft FIMR on tax parcel information so as to
provide such detail. Mr. Jakubiak answered that he would contact FEMA or MDE.

NOTE: Mr. Jakubiak did and coordinated with MDE and with the assistance of MDE he
has viewed a digital version of the new FIRM overlaid on areal photography of the Town.
This information is helpful in confirming that any changes to the 100-year floodplain are
not significant from the Town's planning/community development perspective. It also
confirms that no principal buildings (houses, businesses, etc.) appear to be located in the
proposed 100-year floodplain as is the case with the current mapping and that properties
that have long had coverage, at least in part, by the FEMA floodplain remain so covered,
though the precise line may in fact be somewhat different. The new MDE on-line digital
geo-spatial mapping will be a resource for the Town in the future.
2012 Annual Report: Mr. Jakubiak summarized State requirements pertaining to the
preparation of municipal Planning Commission annual reports in Maryland. He presented
a proposed outline for review. After the Planning Commission's review and brief
discussion, Chairwoman Rochester directed that Mr. Jakubiak prepare a draft Annual
Report for the Planning Commission's consideration at the next meeting.
2013 Work Program: Mr. Jakubiak was then asked to open the discussion about a
proposed work program for the Planning Commission's new year. The Planning
Commission discussed some of the items it anticipated undertaking during the upcoming
year and directed that Mr. Jakubiak submit a draft work program at the next meeting for
the Planning Commission's consideration.
